I swear, I do not understand what goes through the mind of federal bureaucrats. I’ll be honest with you all here. I do try very hard to figure out why Washington bureaucrats act the way they do, but their essential motivations all seem to boil down to “look over all the available options, then choose the most unreasonable one”.
